The Delhi government has announced a set of winter anti-pollution measures, several of which will directly affect private vehicle owners in Delhi and the NCR. The announcement was made by Delhi Environment Minister Manjinder Singh Sirsa following a planning meeting chaired by Union Environment Minister Bhupender Yadav.
Starting November 1, vehicles registered outside Delhi that do not meet BS6 emission norms will be barred from entering the city through the winter months. Electric vehicles are exempt.
Parking charges across Delhi will also be doubled from the same date to nudge commuters toward public transport, with EVs again excluded from the revised charges.

Stricter PUC and end-of-life vehicle checks
The existing No PUC No Fuel rule, which ties fuel purchase eligibility to a valid Pollution Under Control certificate, will be enforced more aggressively. Delhi has 500 petrol pumps equipped with Automatic Number Plate Recognition cameras, and a strict campaign against end-of-life vehicles will be carried out across all of them.
Around 2.5 lakh vehicles will also go through fitness checks at three automated testing stations, with a fourth facility coming online shortly.
Construction ban, staggered office hours, and what NCR owners should do now
Dust-generating demolition and outdoor construction will be prohibited from November 1 to January 31, with a complete ban between December 10 and January 20. Staggered office timings and 50 per cent work-from-home will also apply through the period, which the government expects will reduce peak-hour traffic congestion and vehicle emissions.
Anyone driving a pre-BS6 vehicle into Delhi from Haryana, UP and other NCR states faces a hard ban from November 1, with risks being turned away or penalised, and without a valid PUC certificate, buying fuel at any ANPR-monitored pump in Delhi will not be possible.
